Guild Wars 2 has two data centers, one in NA and one in EU, the reason it takes 30 minutes for a region change is because your data physically migrates from one data center to another. Once the migration is complete you will only be put on the new region's instances.
This means you will play together with anyone from any server with in your region. Since you are both on EU servers you can play together in PvE and PvP. How ever you will not be able to play together in WvW. It can only happen if one of the servers are a link and the other a host then a few times a year you might end up on the same match for 2

Eventually GW1 got rid of most of its region locks. You can change regions to wherever you want now. The only one they didn't unlock is China, because of their strict internet laws.
