Connect the pipes from the compressor housing of the turbo directly to the actuator and see what boost you are getting, this is base boost. Secondly, a bleed valve keeps the wastegate SHUT for longer, as it 'bleeds' the air off to atmosphere. The turbo then has to make more boost pressure to OPEN the wastegate.
